Quaternium-15 is not absorbed through the skin in significant amounts.Quaternium-15 is the number one cause of preservative related contact dermatitis.
There is concern about their potential as sensitizers. For about 5% of people, quaternary ammonium compounds are an extreme sensitizer and can cause a variety of asthma-like symptoms, even respiratory arrest.When they are used with hot running water, steam increases the inhalation of vapors.
The safety of Quaternium-15 has been assessed by the Cosmetic Ingredient Review (CIR) Expert Panel. The CIR Expert Panel concluded that Quaternium-15 was safe for use in cosmetics and personal care products at the current use concentrations of less than or equal to 1%..
